Finding problem in running advertisements

My ads are not running and it is showing the following:

Credit remaining

(Rs.930.21)

Estimated tax of Rs.69.79 has been deducted

Last payment 9/27/15 11:55:34 AM for Rs.1,000.00

IN RED it is showing:

Your account is suspended - We've identified suspicious behavior in the payment activity of this or your other AdWords accounts. To help prevent any unauthorized activity, we suspended your AdWords accounts.

There was a pending amount of 590 Rs. approx which I paid yesterday however it is still showing this error and the advertisements are not running.

I received the email of confirmation of payment:

Hello from Google,

We just wanted to let you know that we've received your payment of
Rs.568.26 on Sep 26, 2015 and have applied it to Google AdWords account
540-101-4932.

I also got the email as confirmation of Ads:

Hello from Google,

Good news! Your ads are able to run again.

The Google Billing Team

Your Google AdWords ID: 5401014932

And is still showing as second error in RED box on top:

Your account is suspended - We see that you requested a chargeback for your AdWords costs, so we've temporarily suspended your AdWords account. To reactivate your account, please pay your balance. Fix it

I fixed it, paid the amount twice, but no luck.

Please help, I need to run the advertisement for You Tube video promotions as soon as possible.
